The Official Story
The Chen Foundation, established in 2022 by Chair Justin Chen, began with a vision to strengthen student government and empower student voices. Chair Chen recognized an opportunity to enhance leadership, communication, and the effectiveness of student-led initiatives, creating a foundation that prioritized accountability, collaboration, and meaningful opportunities for students.
As the foundation’s vision expanded, Chair Tony Guan joined the mission, becoming a crucial partner in supporting Chair Chen’s objectives and fortifying the Foundation’s leadership structure. Together, they established a formal board, developed departments, and implemented a system that fostered professionalism, innovation, and student-driven impact.
Today, The Chen Foundation has transcended its initial purpose of strengthening student government. It now advocates for students throughout the high school division, supports youth leadership within the district, and continues to develop programs that uplift and empower young individuals. What began as a reform effort has evolved into a movement that seeks to establish better systems, enhance representation, and provide opportunities for all.

TCF SUPPORTING CHAIR CHEN'S EXECUTIVE ORDER & ACTIONS

EO #001: Advocated 50K for new Chromebooks for students to enhance the learning experience and educational resources

EO #002: Authorized the creation of the first student government website in SFUSD middle schools. Enhance transparency and maintain student-to-student updates.

EO #003: Making sure that for the following years, we are going to have the Student Government make PA Announcements

EO #004: The Chen Foundation issued an executive order with School President Justin to relaunch Agenda 24/25, the student success advocate initiative and agenda of the school president.

EO #005 The Chen Foundation issued another executive order to School President Justin to launch the Opportunity For All initiative and mark it under The Chen Foundation's office name

EO #006 During the VP year, Justin led and created a carnival for students to have a fun and memorable year.

EO #007: Fundraising events are more on campus for fundraisers for the Student Government budget.

EO #008: The school president launched another executive order on launching an upcoming carnival event advanced version than last year's!

EA #001: Delivered remarks and helped plan the first AAPI celebration night at MLK Middle School

EA #002: The school president met with the School Site Council to finalize the next school year's school budget

EA #003: The school president marked his agenda and submitted it to the student government for review.

EA #004: The school president is also a major advocate for Peer Resources, helping enhance and support future peer mediators

EA #005: The school president delivered a speech at the MLK Field of Dreams inaugural ceremony with Mr. Fechter (Principal) and Mayor Lurie (Mayor of San Francisco).

EA #006: Developed a system of contacting the student government to make sure students have a way to contact their gov leaders.

EA #007: *Before school started, Justin went to the GLC or planning meeting to establish clear rules for upcoming grade levels.

EA #008: Advocated for an increase in MLK Spirit and proposed to the advisory dept. for feedback on assemblies and events on campus
EA #009: President Chen volunteered for the athletics department!

We made history as Chair Chen is the first school president to implement such a remarkable reform in just 1.5 years. Our reform will have a lasting impact on how MLK student government operates for the next 7 years, as confirmed by our government coordinator.
